Roads & Water Diversion — Environmental Standards

This section covers forest roads, extraction trails, and the structures that keep water off them. This page holds the environmental rules that apply to all road work. The pages below cover each part of the job:

Plan the road first
Before any new forest road or trail is built, a forester, forest technician or other qualified person prepares a road or extraction-trail plan. The plan lays out access for the property or property block — for one or more purposes — while keeping environmental impacts low.
What the plan must address
- Site features: watercourses and wetlands, slope, soils, rare plant and wildlife species, safety and risk management, and anything else relevant on the property.
- Existing infrastructure: identify historic roads and crossings, and prioritize reusing them.
- Older roads: these may have water crossings that were never permitted. Have a PEI Forests, Fish and Wildlife professional visit the site to check the crossings, or to identify mitigation needed before the road is re-established.
- Mitigation across the life of the road: during design, construction, hauling and maintenance.
- Safety: assess roads and trails periodically to minimize public safety concerns.
- Required reading: review the provincial Watercourse, Wetland and Buffer Zone Activity Guidelines (on the Government of PEI website) before any forest road construction.
Rules near water

| Crossing work window | New watercourse crossings normally only June 1 – September 30. The exception is work fixing an existing erosion problem, such as a failed bridge or a rutted road. |
| Heavy equipment | Not allowed within 15 m of a watercourse without a permit |
| Temporary crossings | Worth considering: less long-term impact on streams and rivers, and easier to deactivate later |
| Debris in the stream | Remove it immediately, following provincial and federal regulations and disturbing the site as little as possible. Move it outside the buffer or ditch — unless the management plan prescribes it for wildlife enhancement and any Department permit allows it. |
| Vegetated buffer | Keep a band of undisturbed vegetation separating the right-of-way from every water body. The only exceptions are crossing locations with a watercourse and wetland activity permit. |
Why buffers matter. Natural buffers shield water bodies from road drainage and double as wildlife corridors.
Local rules. Municipal bylaws and other planning rules may change buffer widths in particular watersheds. Where they do, follow them.
Stabilizing exposed road surfaces
An unstable road surface that could send silt into a watercourse must be stabilized:

Key dates
- June 1 – September 30: window for new watercourse crossings and for building sediment barriers.
- September 15: after this date, exposed road surfaces must be mulched, not only seeded.
